This PR adds bounding boxes to the D3/Plotly time series annotation tooling system. Currently the following functionality is exposed:

• Interaction with tooling through the standard toolbar common across all time series tools
• Drag and drop functionality of the drawn annotation
• Box resizing using the edges of the annotation
• Basic group selection functionality including batch delete and labelling

Additional work is planned in future PRs and is captured in issues:

• The corners of boxes should be draggable as an additional method of resizing - Time series bounding box corners should be draggable #312
• The selection logic needs to be revisited to take into account vertical as well as horizontal selection band - Improve selection logic for bounding boxes #313
